Pale yellow or antique white (has slight yellow cast to it) is warm, comfortable. Get at least one incandescent or halogen floor lamp for indirect lighting that can be adjusted according to the intensity of light that you need at any time–and a halogen or incandescent desk lamp.
Fluorescent lighting is hard on the eye and the brain. Fluorescent lamps do not give out a steady light, instead they flicker (fluctuate in intensity) at a rate that depends on the frequency of the driving voltage. While this is not easily discernable by the human eye, it can cause a strobe effect posing a safety hazard in a workshop for example, where something spinning at just the right speed may appear stationary if illuminated solely by a fluorescent lamp.

Yellow would be beautiful with mahogany and blue, and would brighten that windowless office up.

Somewhere in the tan family. U could also use not white but an egg shell color also.
I used a colourist to help with my last my room, most paint companies have them now it shouldn’t coat more then $ 150 which is not a lot to creative a spectacular effect.
male it a light yellow or you might even want to paint it red

Paint the ceiling white. If the carpet is light blue, make the walls dark blue. If the carpet is darker blue, paint the walls white.

Restrained Gold , from Sherwin/ Williams. It is in a yellow gold family and would go great with the red tones in the Mahogany as well as pick on the green end of the Blue carpet. It has rich depth to it ,yet is not to dark and looks good under a variety of lighting.
You didn’t say what color blue, but I have to vote for wonderful brown….you are tempted to tag it “minimalist” but it is so lush and soft…….these two colors just scream for mirrors and metallics…..very fifth avenue colors….almost wish your carpet was a blue with some plum or purple in it…in any case, blue is fine.
Very pastel, otherwise the room will appear smaller. Maybe a pastel of the shade of blue in the carpet. Fluorescent lighting will change the color, so pick your color from a swatch, under the fluorescent lights.
what kind of blue is the carpet? I would keep it tans.. if the blue carpet is darker, a lighter tan, a lighter blue.. darker tan.. if you can change the lighting, do it.. most likely you cant. so i would add a tall floor lamp. with a desk lamp.. this will soften the lighting when the florescent lights start to drive you nuts!.. do one big piece of art for the walls instead of a bunch of little pieces.. add a large ( at least 5 feet.)plant.. . I know this more info than you wanted, but i hope it helps give you ideas to soften and make a windowless room more comfortable..
yellow is nice, but I prefer pale blue. its a very soothing color.

If this is an office in your home, myself I would pull a rug from another room an it will hide a lot of the blue, then from that rug I would pull a medium color for the drapes, an just go with that cause blue is a cool color an u don’t want a cold office. mahogany furniture is gorgeous.
Then you want have to PAINT, an you don’t have a mess an you’ll save $ $ $ $ $
First and foremost get rid of florecent lighting! It is really not that expensive. Replace with 4-6 can lights. A subtle pale yellow may brighten up room. Might want to also consider replacing carpet with laminate wood flooring… not as pricy as you think, could get decent for 1-2$ sq ft.
